Why is our infrastructure crumbling ?

Is it a mere question of 'why is our infrastructure crumbling ?' . Is it a easy poser ?
Yes . many of you reading would certainly answer positive. In retrospective, i put forth an argument , our basic fundamentals is to be blamed. It is our very own nature and genetic behavior that is leading to such a situation. It is just a one off situation where i am growling over the infrastructure. The problem is rampant in many cases and not just infrastructure...
Are we to blame for the debacle; yes ! each soul in India is to be held guilty of the state every system that is failing to behave as expected.
But among all the glaring systems that are failing, there are a couple of systems that are apt to be part of any top B-school's case study viz the dabbawallas of Mumbai, any milk distribution network and newspaper network. These systems work with great pinnacle of efficiency.
The other systems are rampant with people putting their grey cells to full capacity to find out ways to exploit loopholes.This reminds me, is there any place or any form for exception that people don't exploit ? My dad rushed me to the other day, he was clearly elated ; i wondered what great has happened . He shook me and said' sonny, a bank has raised its interest rates to 11% for senior citizens. park your money in that bank in your uncles name who is well qualified to draw 11% interest and it would be tax free. I looked upon the fact; just smiled at the thought of the genome we are all comprised of.
What parallels i am trying to surface out of this explanation. Our infrastructure is maintained by large bodies, who contract it to third party and the chain goes on. When the actual work is to start, the contractor who would have been rejected on grounds of shoddy work in the last assignment gets to play his dirty tricks to get back the slipping out contract. Again, the very person who would stand against the crumbling infrastructure; has inadvertently created a shoddy road.
This dilemma is sure shot going to continue for a long time to come. Its like a child's game of ping pong. Hope we one fine day derive courage to break this dilemma and have a system where no one ever does wrong.
